Net Neutrality - Is Google right?

For those that have not heard the term 'net neutrality' before, it simply means that the internet should remain neutral and that an ISP should not be biased towards a person and/or company. For example, Google is looking to charge website owners a fee to deliver content more quickly to its end users. We have always enjoyed a neutral net but it has never been a law, just an accepted part of it. If the largest search engine decides to proceed, would this then not set a precedent for other search engines?
